Shawn
D. Smith
President and CEO
Shawn D. Smith is the President and CEO of Emergency Visions, a software automation and consulting services company dedicated to assisting municipal and private sector organizations in preparing for, and responding to, all-hazard emergency situations. Mr. Smith has worked with local and state governments as well as the public health, chemical/industrial, transportation, and healthcare industries to identify their needs related to emergency management and to provide specific solutions focused on enhancing preparedness for the threats that face our nation. Mr. Smith is a business executive with over 20 years of experience in Management, Sales, and Business Development, primarily in the municipal and healthcare industries. Prior to forming Emergency Visions, he worked in the Information Technology space in these markets, with firms such as Eclipsys Corporation, IBM and NCR Corporations.
Richard
F. Gray
Chief Operating Officer
Richard "Ric" Gray has more than 20 years of sales, marketing and executive leadership experience building world class teams in the high-tech arena. An accomplished leader, his vision and expertise have driven notable growth in sales and profits in the telecom, computer, and software business sectors. He began his career selling computers and software at Hewlett-Packard, having significant success in the Major Accounts organization. In addition, he worked extensively in the Telecom arena for Acterna serving as the President of Acterna Canada as well as the Sr. Director of Emerging Accounts for North America. Mr. Gray has served on the Board of Directors of the Canadian Wireless Trade Association and the Board of Directors for TKE of Georgia, Inc. He holds a Bachelors of Industrial and Systems Engineering degree from the Georgia Institute of Technology.
Douglas F. Hale
Chief Financial Officer
Doug Hale is the Chief Financial Officer for Emergency Visions, Inc. He is responsible for all financial operations and human resources activities worldwide. Doug has over 20 years of experience in the fast-paced, high-tech software and hardware arena. His background includes experience in engineering, sales, operations, and finance in multiple industries. Doug's extensive financial experience includes early stage entrepreneurial ventures, as well as fast growth small to mid-size companies. Doug earned a Bachelor of Electrical Engineering from Georgia Institute of Technology and received his MBA from Emory University's Goizueta Business School.

Mark Blount
Vice President of Sales and Marketing
Mark Blount has almost 25 years of sales and marketing management
experience with Fortune 100 corporations as well as start-up/medium-sized
companies within the telecommunications, technology and software
sectors. He began his career in 1983 with AT&T and later
held marketing/sales leadership positions at BellSouth, ExecuTrain,
and Home Wireless Networks. Mr. Blount has directed global
product and services development, marketing, sales support,
and business development departments at these leading technology
companies. He has significant brand marketing experience --
having launched 15 new products and successfully implemented
two dozen product extensions during his career -- and has
developed comprehensive programs for marketing metrics, market
segmentation, vertical markets, and managing product lifecycles.
He has managed and supported sales/marketing channels in 30
countries, directed a national group of telemarketing centers,
and developed partnerships with key channel partners and OEM
manufacturers worldwide. He served as Vice President of
The Technology Marketing Association of Georgia 1999-2005;
and he is a founding board member and active volunteer of
The Herring Foundation of Hope, a non-profit organization
which annually assists hundreds of cancer patients nationwide.
Matthew Brooks
Vice President of Client Services
Prior to joining Emergency Visions, Matt Brooks served as a Medical Service Corps officer in the United States Army. During his six years of service, Matt served two tours in Iraq. During his second tour, Matt was selected to be the embedded Medical Operations Advisor to the 6th Iraqi Army Division in Baghdad. In this capacity, Matt was responsible for creating and implementing programs to increase the readiness, training, and education of over 350 medical personnel assigned to the Division. In addition, Matt and his Iraqi counterparts crafted the Iraqi Army's Emergency Management Plan for incidents and daily operations in the greater Baghdad area. Matt has extensive experience in Emergency Management planning and response at the local, state, and Federal level both prior to, and during his military service. Prior to his first tour in Iraq, Matt served as the Executive Officer (second in command) at Ft. Stewart, as a Division Medical Operations officer, and a Medical Platoon Leader. Matt's experience in inventory management, deployment of systems and personnel, and integrating Army-wide systems initiatives serve well in his operations capacity for Emergency Visions. Matt graduated from the United States Military Academy at West Point with a major in the American Legal System and a minor in Environmental Engineering.
Randall C. Manaka, Ph.D.
Vice President of Research and Development
Randall Manaka was a cofounder of the nation's largest Health Care Marketing
Communications company, TELERx, where he served as President and Chief Operating Officer.
Prior to founding TELERx, Dr. Manaka served as Executive Technical Consultant to the
president of Medco Containment Services where he directed the design, development, and
implementation of the company’s Managed Care software product line and was instrumental in
the transition of the company from mail-order dispensing pharmacies to managed healthcare
intervention agencies. Following the acquisition of Medco by Merck & Co., Manaka served
as the Vice President Professional Practices for the Managed Care Division.
A pioneer in the area of downscaling and integrating advanced information systems, Dr. Manaka
designed, directed, implemented and operated advanced Pharmaceutical Marketing Communication
Systems for many clients and has been responsible for many technological advances in the
use of marketing information systems. His expertise in these areas include Automated Inbound
and Outbound Telemarketing, Voice Processing and Response, Automated Fulfillment,
Interactive Video, Sales Presentation and Point-Of-Presence systems, as well as various other
Integrated Marketing Solutions.
Dr. Manaka is experienced in a wide variety of computer operating environments and languages,
ranging from dedicated microprocessor controllers to linked mainframe solutions. He has
experience in object oriented platforms, GUI interfaces, database languages, and symbolic
languages, to low level languages such as MASM, IBM's EDX/EDL and BAL. Dr. Manaka has
worked with various computer networks ranging from LAN Server, Client-Server, Peer-to-Peer,
WAN DOD/ARPAnet and Internet as well as architectures ranging from local PC solutions to
distributed mainframe processing.
Dr Manaka also has a background in both emergency management and first response in the
nuclear field. He has performed research in Nuclear Medicine as a licensed Health Physicist and
has designed, licensed and operated a medical isotope/radiopharmaceutical processing facility.
His experience also includes research in Nuclear Activation Analysis using a Gulf Triga nuclear
reactor. He presently serves as a consultant to the Federal Emergency Management Agency and
instructs in Radiological Emergency Response Operations, First Responder Incident Command,
and Counterterrorism Operations.
Dr. Manaka’s medical and scientific background includes positions in New Product
Development and Research for a major pharmaceutical company as well as research and
professional positions within the academic and hospital environments. His duties have included
regulatory affairs and licensing with the Food and Drug Administration, the Atomic Energy
Commission/Department of Energy and various state regulatory agencies. He has also served as
a consultant for various domestic and international concerns, including the International Atomic
Energy Agency. He also recently led the State of Pennsylvania in an evaluation and selection of
an interoperable communications solution for First Responders.
Dr. Manaka graduated from the University of California, Irvine with degrees in Chemistry and
Biology and received his Ph.D. from the University of Southern California.
Brad McRee, CHP
Vice President of Education
Brad McRee is a Certified Health Physicist through the American Academy of Health Physics (AAHP) and holds a B.S. in Physics from Appalachian State University, with Health Physics post-graduate work at Georgia Tech and Rutgers University.
As an independent consultant, Mr. McRee has provided support to the Department of Homeland Security (DHS) and the Federal Emergency Management Agency (FEMA) Radiological Emergency Preparedness (REP) Program since 2002 as a technical evaluator, since 2005 as a scenario reviewer, and since 2006 as an instructor for the REP Planning Course, Radiological Emergency Response Operations (RERO) course, and the Advanced Radiological Incident Operations (ARIO) course. In addition to FEMA/DHS REP work, he has provided radioactive material safety and security program development and conducted audits for the Department of Energy (DOE) and Department of Defense (DOD), developed and delivered technical and leadership training, provided expertise to the International Atomic Energy Agency (IAEA) program for the search, location, identification, and disposition of high risk radioactive sources in Kazakhstan, and conducted Radioactive Source Security training in Sydney, Australia for the Southeast Asia Region and in Windhoek, Namibia and Cape Town, South Africa for the Africa Region. Brad has served as Health and Safety Manager for the United States Enrichment Corporation (USEC) responsible for policy and direction of radiation safety, emergency planning, and industrial hygiene and safety programs at USEC's uranium enrichment sites and in advanced technology research. He served as a Health Physicist at the Bowman Gray School of Medicine providing grant development and support for radioactive materials research applicants as well as clinical applications of radiation, including diagnosis and therapy.
