Emergency Visions Consulting Services Team is comprised of
the most experienced and knowledgable emergency management

new to emergency management - they have been there.
They bring years of actual experience to the table, having
responded to thousands of natural and man-made emergencies
(all hazards), including; bioterrorism attacks, nuclear hazards,
tornadoes, hurricanes, floods, fires, earthquakes, chemical
disasters, and airplane/airport incidents.

EV Consultant #003 currently serves
as an Instructor for the
National Emergency Response and Rescue Training Center.
Provides expertise as an Observer/ Controller for terrorism
exercises with scenarios including chemical, biological
and radiological threats. Course instruction includes
the Incident Command System, WMD Terrorism for Public
Works, and Department of Justice Vulnerability Assessment
Courses.
Recently designed, developed and conducted a Bioterrorism
exercise scenario for large county exercise. During
20 years of experience in crisis and emergency management
with a major electric utility company, EV Consultant #003
served as controller/evaluator for over 120 exercises
with personal responsibility for the design and development
of over 50 FEMA exercises.
EV Consultant #003 is a certified Instructor
for Community Disaster Preparedness and a Certified Emergency
Manager (International Association of Emergency Management);
and currently serves as technical advisor, instructor
and evaluator to FEMA, State,
and Local Governments on FEMA/NRC
Federal Radiological (REP) full-scale Nuclear Exercises. |

EV Consultant #075 has over
20 years as Emergency Management Radiological Analyst
Adjunct Instructor. Registered
Radiation Protection Technologist, Ohio Department of
Public Safety, Emergency Management Agency. Responsibilities
include serving as the State’s technical liaison
to government officials and incident commanders during
nuclear power plant, industrial, and transportation incidents
involving radioactive materials; performs dose assessment
utilizing USNRC’s RASCAL and USDOE’s Hotspot
dispersion modeling software; performs environmental monitoring,
emergency monitoring, and sampling; develops and delivers
radiation protection, personal monitoring, decontamination,
and field monitoring courses and procedures meeting applicable
federal and state regulations and health physics practices;
and reviews county radiological emergency response plans
in accordance with federal planning criteria. Qualified
State and Federal Radiological Instructor;
Incident Command System (ICS) instructor (basic and intermediate
level); USEPA-certified Computed-Aided Management of Emergency
Operations (CAMEO) instructor; qualified Hazardous Materials
Technician. Adjunct Instructor for Radioactive Material
Transportation Incident Response Course, delivered to
emergency responder organizations. Adjunct Instructor
for Incident Command System (FEMA).

of Emergency Services in a large NE USA state for 19 years.
He served as Chairman of a five-county Emergency Health
Services council. Vice Chairman of county LEPC and 911
Task Force. Managed County Fire and EMS training, Fire
Marshal’s office, Haz Mat response team, EMS quality
Assurance program, 911 center and emergency management
planning. Project manager for $23.4 million dollar public
safety expansion project. Certified State fire training
instructor in Incident Command and Volunteer Emergency
Services. Certified Trainer for Department of Homeland
Security, FEMA Emergency Management
Institute and National Fire Academy in major incident
management programs for 16 years. Evaluates WMD exercises
for the state of Texas. Author of numerous
articles, course materials and book chapters. |

years of experience in Federal, State and private Emergency
Management. FEMA assignments
included: Director of Regional Liaison at FEMA’s
National Office; Acting Superintendent of the Emergency
Management Institute (EMI); Director of Policy
and Planning for the National Emergency Training
Center; Division Chief for Field Training
Programs in FEMA’s
Training and Fire Programs
Directorate; and Disaster Response and Recovery Division
Director, FEMA Region III.
Also served as Regional Representative for the President’s
Office of Emergency Preparedness, and Individual Assistance
Officer in the Southeastern Region IV for the Federal
Disaster Assistance Administration. Assigned by
the Governor as Executive Director, Division of Emergency
Services. EV Consultant #042 spent two years reorganizing
and managing several major Disaster Response and Recovery
operations at the State level of government. |
