experts in the industry. These experts are not
new to emergency management - they have been there.
They bring years of actual experience to the table, having
responded to thousands of natural and man-made emergencies
(all hazards), including; bioterrorism attacks, nuclear hazards,
tornadoes, hurricanes, floods, fires, earthquakes, chemical
disasters, and airplane/airport incidents.

EV Consultant #033 has over
45 years of military and civilian Emergency Preparedness,
Management and Operations experience. As a Technological
Hazards Program Specialist in FEMA’s Chemical
Stockpile Emergency Preparedness Program (CSEPP) and Radiological
Emergency Preparedness Program (REP), he was responsible
for: Development of Technical course curriculums and instructional
materials; Coordination between Military, Federal, State
and local emergency management officials during the local
community’s emergency planning and exercise process;
Planning and training the community’s managers in
emergency communications/public awareness/alerting and
evacuating or in-place protection; in preparation for
annual community exercises; Development of standard operations
procedures (SOP’s); training and exercising for
day-to-day emergency preparedness in order to effectively
respond and implement those emergency procedures and in
disseminating emergency information upon the occurrence
of a possible disastrous event. Designed/Coordinated/Evaluated
fifty (50) tabletop, functional and full scale exercises
that were conducted by Military, Federal, State and local
communities. Also served as ‘Special Project Officer’
to the Federal Coordinating Officer in 3 major disaster
areas. |
061 |
EV Consultant #061 is a former Technical
Hazards Program Specialist with the Federal Emergency
Management Agency (FEMA), with over 30 years in emergency
response and law enforcement, preparedness/training, and
exercise coordination. FEMA Certified Evaluator at forty-four
federally managed exercises consisting of: Hazardous Material
Spills, Chemical Weapons
Accidents/Incidents, and Radiological incidents. Responsible
for coordinating with State and local jurisdictions in
developing off-post emergency preparedness plans, upgrading
community response capabilities and conduct training/exercises.
Also provided coordination and oversight between the United
States Army, Federal, State and local jurisdictions with
the Army’s Chemical
Accident Incident Response Activity (CAIRA) planning process.
Also conducted federally managed exercises to evaluate
the effectiveness of emergency preparedness programs for
large Southeastern US State and fourteen local jurisdictions.
A FEMA-certified Evaluator/Instructor on the National
Exercise Integrated Process Team. Developed FEMA’s
performance evaluation methodology for federally managed
exercises and served on the committee which overseas the
national exercise and training programs for the Chemical
Stockpile Program. |

EV Consultant #044 retired from the
US Food and Drug Administration as the Agency's Pacific
Regional Radiological Health Representative and Emergency
Response Coordinator. Provided technical assistance and
comprehensive reports to the Federal Emergency Management
Agency while serving on several FEMA Regional Assistance
Committees to evaluate nuclear power plant, and state
and local response agencies emergency preparedness and
response plans. Served as an FEMA evaluator during nuclear
power plant exercises. Represented FDA on the Advisory
Committee for Food, Health and Environment during nuclear
power plant ingestion excises and Adirty bomb@ exercises.
Worked closely with numerous federal agencies including
USPHS, CDC, DOE, DOD, EPA, US Coast Guard and others.
Assisted FDA HQ Emergency Management Operations and Regional
Offices with preparing emergency response plans for biological,
chemical, radiological and
terrorist-caused emergencies. Prepared emergency operating
procedures and tabletop exercises for the Region Office.
Assessed medical response activities. FDA experience includes
assessing compliance with FDA-regulated establishments
in the US, Canada, Europe and Asia. Professional experience
includes over 35 years of service in health physics and
emergency response / planning while employed by the Navy,
Lawrence Radiation National Laboratory at Berkeley, General
Electric Company Reactor Test Facility at Vallectios,
CA, and the FDA |

EV Consultant #049 has over twenty years
experience in the executive and legislative branches of
government in policy development, congressional relations,
public affairs, legislative development, counter drugs,
counter insurgency, counter terrorism, and program management.
Consultant in the private sector on intelligence issues
and organized crime. Extensive experience in national
policy development, defense issues, drug control programs,
international organized crime, and international relations.
An extensive public speaking and writing history. EV Consultant
#049 has worked with state and local governments, private
business, government and private sector organizations,
profit and non-profit organizations; as is a senior fellow
at the Chemical and Biological
Arms Control Institute in Washington, DC. He is also a
member of the Center for Strategic and International Studies’
Colombia Working Group, and has been a member of CSIS’s
and the Heritage Foundation’s working groups on
Homeland Defense. |
038 |
EV Consultant #038 has over 25 years
of experience in both military and civil environments.
Involved in crisis management, command center operations,
crisis action team participation, joint operations planning,
program management, team training and exercise planning/evaluation.
Areas of Specialty: Continuity of Government, Crisis Management,
Presidential Authorities, Chemical
Warfare, and FEMA Radiological Emergency Preparedness
Training and Exercise Evaluations. Recent experience
includes: developing a “family of plans” methodology
for Federal Emergency Agency (FEMA) national security
continuity of government (COG) operations; hurricane and
earthquake planning; preparing the Survivable Crisis Management
Plan for the District of Columbia; and serving as the
project officer for the Joint Chiefs of Staff Crisis Action
System, a time-sensitive method for rapidly transitioning
from a planning environment to an operations environment.
Participated in numerous COG and all-hazards exercises.
In conjunction with RESPONSE 89, the first integrated
earthquake exercise of federal, state and local officials,
he acted as chief controller for the Washington DC cell.
Currently, serves as Evaluator on FEMA Radiological Emergency
Preparedness (REP) Nuclear Exercises. |
