the most experienced and knowledgable emergency management
experts in the industry. These experts are not
new to emergency management - they have been there.
They bring years of actual experience to the table, having
responded to thousands of natural and man-made emergencies
(all hazards), including; bioterrorism attacks, nuclear hazards,
tornadoes, hurricanes, floods, fires, earthquakes, chemical
disasters, and airplane/airport incidents.

016 |
EV Consultant #016 is Founder
and President of environmental consulting firm specializing
in radiation safety, environmental compliance, risk management,
and professional training. 24 years of experience in radiation
and environmental protection. Has taught over 300
courses in Radiation Safety, Environmental/Life Science,
Nuclear, Biological, and Chemical Terrorism (Consequence
Management), Industrial Hygiene and Toxicology,
Risk Management and Emergency Response, Contingency Planning,
and Health and Safety Compliance. Served as manager in
the Illinois Department of Nuclear Safety and participated
in departmental emergency exercises involving nuclear
power stations and spent fuel transportation. Performed
radiological dose assessments and pathway analysis in
support of monthly emergency drills for the Knolls Atomic
Power Laboratory and advised laboratory director. Participated
as radiation safety officer and scientific observer aboard
the deep submersible research vehicle, ALVIN, during a
deep sea expedition to search for sunken nuclear submarine
and perform environmental monitoring and radiological
analysis. |

EV Consultant #057 has 17 years with
a large national laboratory, where he was responsible
for preparation and/or revisions to FEMA documents such
as: Managing the Emergency Consequences
of Terrorist Incidents. A Planning Guide for State and
Local Governments (January 2002). These revisions
were prepared to reflect lessons learned from response
to the World Trade Center 9-11 terrorist attack. Participated
as laboratory's only member of the Defense Nuclear Agency's
multi-disciplinary assessment team, performing a vulnerability
analysis of the Centers for Disease Control (CDC) in Atlanta,
and a CDC facility in Ft. Collins, CO. Serves as
Evaluator on FEMA Radiological Emergency Preparedness
(REP) Nuclear Exercises, and has performed 93 FEMA exercises
to-date. Previous DOE “Q” level security clearance. |
018 |
EV Consultant #018 is a Rear Admiral
and former Asst. Surgeon General for the U.S. Public Health
Service. He is currently Associate Director in a
large center for Studies of Traumatic Stress. He
is also a writer, trainer, and speaker on a variety of
topics including psychosocial consequences
of large-scale psychological trauma (especially natural
and human-caused disaster, biological, chemical, and radiological
terrorism) and governmental/organizational preparedness,
response, and recovery. EV Consultant #018 is an associate/member
with the National Association of State Mental Health Program
Directors, National Mental Health Association, American
Psychiatric Association, Synectics for Management Decisions,
World Health Organization, Department of Health and Human
Services (Centers for Disease Control and Prevention,
Substance Abuse and Mental Health Services Administration),
United States Agency for International Development, among
