EV Consultant #051 is a former Hazard Mitigation Program Specialist with the Federal Emergency Management Agency, and has over 28 years in emergency management, disaster research, mitigation, preparedness, response, recovery, training and exercises. Involved in projects following more than 100 presidentially declared disaster areas, and in 47 states, 2 U.S. Territories, and 5 foreign nations, including providing assistance to the United Nations Educational, Scientific and Cultural Organization (UNESCO); the Alaska Oil Spill Commission; the Central United States Earthquake Consortium; the National Academy of Sciences; the National Research Council; the EPA and several national engineering firms.  Responsibilities have included training, planning, public education, floodplain management, disaster recovery, hazard mitigation project management and research.

EV Consultant #073 is a former Office of Inspector General with the Federal Emergency Management Agency (FEMA), responsible for planning, conducting, and coordinating performances of audits of Disaster Assistance Program response and recovery operations.  Currently Emergency Management Coordinatorat the local level. EV Consultant #33 is retired from FEMA after over 45 years of military and civilian Emergency Preparedness, Management and Operations experience. As a Technological Hazards Program Specialist in FEMA’s Chemical Stockpile Emergency Preparedness Program (CSEPP) and Radiological Emergency Preparedness Program (REP); responsible for: Development of Technical course curriculums and instructional materials; Coordination between Military, Federal, State and local emergency management officials during the local community’s emergency planning and exercise process; Planning and training the community’s managers in emergency communications/public awareness/alerting and evacuating or in-place protection; in preparation for annual community exercises; Development of standard operations procedures (SOP’s); training and exercising for day-to-day emergency preparedness in order to effectively respond and implement those emergency procedures and in disseminating emergency information upon the occurrence of a possible disastrous event.. Designed/Coordinated/Evaluated fifty (50) tabletop, functional and full scale exercises that were conducted by Military, Federal, State and local communities. Also served as ‘Special Project Officer’ to the Federal Coordinating Officer in 3 major disaster areas.

FEMA assignments included: Director of Regional Liaison at FEMA’s National Office; Acting Superintendent of the Emergency Management Institute (EMI); Director of Policy and Planning for the National Emergency Training Center; Division Chief for Field Training Programs in FEMA’s Training and Fire Programs Directorate; and Disaster Response and Recovery Division Director. Roles included regional Director of the Response and Recovery Division; and Engineering Branch Chief. Successfully managed Staff and multiple Disaster Assistance programs as the Representative of The President of the United States.  Successfully served as Federal Coordinating Officer (FCO) for forty federally declared major disasters where effective, cost-efficient and timely delivery of disaster relief to affected families, businesses and political entities was provided. FCO of the largest Presidential major disaster declaration during the “Great Flood of ‘93”, managed the response and recovery operations; including formulating and implementation of strategies for interfacing and coordinating activities among federal, state, and local leaders. Member of the core team that created, produced, and launched a highly effective senior management FCO Fast-Track Training Program. Selected as key instructor for the most complex of training sessions; teaching a course which impacted every department within the agency.

EV Consultant #066 is a former Director-Preparedness, Training and Exercises with the Federal Emergency Management Agency (FEMA) with over 32 years in Emergency Management and Disaster Response. Responsible for increasing emergency management capability at State and local levels by delivering quality programs through exercises and disaster critiques. Served as FEMA Technological Hazards Program Specialist; assigned as Regional Response Team Member (Hazardous Materials Officer). Team Leader for the National Exercise Response Initiative. Evaluator for numerous CCEPP and REP Nuclear facility exercises. Instructor for the National Fire Academy, two (2) State Fire Academies.
Team Leader and Exercise coordinator for the National CHER-CAP (Comprehensive Hazardous Materials Emergency Response Capability Assessment training and exercise Program). Expert in review and updating of existing plans and training for all agencies in a community and design of a community specific exercise. Performs individualized training for: Fire/HAZMAT teams; EMS; Hospitals/Medical Facilities; Public Works; Law enforcement; Emergency Management; Industry; and Local Officials. Consultant #026 has conducted 34 CHER-CAP exercise initiatives through out the United States.  Assisted State Department of Health Bureau of Radiation Control, as Training Instructor for emergency responders to radiological events related to Transportation, Medical Facilities, Laboratories etc.

EV Consultant #039 retired after 30 years of disaster and emergency work. For the last 20 years, acted as FEMA Training Manager at Emergency Management Institute, responsible for managing FEMA’s training programs focusing on disaster response and recovery. Designed and developed a variety of Distance Learning Programs including Independent Study, and the internationally recognized Emergency Education NETwork (EENET). A satellite-based video training program currently received by over 15,000 sites nationwide, including several hundred cablevision providers, bringing interactive emergency management training to community levels.  Currently provides expertise during disaster operations. Additionally serves as a classroom instructor for FEMA.  Specializes in: disaster recovery; exercise design; multi-hazard planning for schools; incident command; ICS/EOC interface; and a variety of exercise-based Integrated Emergency Management courses for communities including an Advanced Public Information Officers Course.

EV Consultant #061 is a former Technical Hazards Program Specialist with the Federal Emergency Management Agency, with over 30 years in emergency response and law enforcement, preparedness/training, and exercise coordination. FEMA Certified Evaluator at 44 federally managed exercises consisting of: Hazardous Material Spills, Chemical Weapons Accidents/Incidents, and Radiological incidents. Responsible for coordinating with State and local jurisdictions in developing off-post emergency preparedness plans, upgrading community response capabilities and conducting training/exercises. Also provided coordination and oversight between the United States Army, Federal, State and local jurisdictions with the Army’s Chemical Accident Incident Response Activity (CAIRA) planning process. Also conducted federally managed exercises to evaluate the effectiveness of emergency preparedness programs for the State level and fourteen local jurisdictions. A FEMA-certified Evaluator/Instructor on the National Exercise Integrated Process Team. Developed FEMA’s performance evaluation methodology for federally managed exercises and served on the committee which overseas the national exercise and training programs for the Chemical Stockpile Program.

EV Consultant #027 retired from FEMA with over 30 years as Certified Health Physicist (CHP). Established and maintained FEMA’s Radiological Defense (RADEF) program (protection from nuclear attack) in 5 States. Also served as a materials inspector at Nuclear Regulatory Commission (NRC), and Supervisory Health Physicist, U.S. Army. Responsible for all activities related to the maintenance of an effective health physics program for a U.S. Army nuclear facility. Currently acting as FEMA Instructor, Radiological Emergency Response Operations (RERO).  Instruction includes performance-exercise-based training course that provides a realistic environment for response and management of radiological incidents, including on-scene radiological monitoring, procedures for radiation exposure and contamination control, accident victim rescue and care techniques, and reporting procedures. Also serves as lead CHP Health Physics evaluator of technical activities at FEMA REP nuclear power plant exercises. The duties consisted of evaluating field monitoring activities, dose assessment, mobile laboratory analytical procedures, and hospital endeavors for treating contaminated injured patients.

EV Consultant #034 is a former Emergency Management Officer, Federal Emergency Management Agency (FEMA), Edited strategic plan streamlining Radiological Exercise Program (REP), resulting in reduction in regulations for state and local jurisdictions. Assessed off-site emergency planning and full-scale exercises at 25 nuclear power plant facilities. Responsible for coordination of Presidential declaration procedures between offices of US Congress and FEMA, resulting in expedited relief checks to victims on six major disasters. Deployed to the disaster areas of Los Angeles, Miami, Omaha, Green Bay, Chicago and Cape Cod that incurred $50 billion in damages: coordinated Presidential declaration procedures between offices of US Congress and FEMA, resulting in expedited relief checks to victims.

Emergency Analyst to the Regional Director and Director, Resource Management and Administration Division. In addition to serving in various FEMA management positions on over 40 disasters in 22 States, he also served on FEMA’s national task force that developed the Federal Response Plan that is utilized on all disaster operations. Registered Professional Civil Engineer. Secret Clearance required and maintained until 1999.
Currently serves as technical advisor, instructor and evaluator to FEMA, State, and Local Governments on Federal Radiological Exercises.   To date, he has performed over 125 evaluations on over 125 FEMA/NRC Federal full-scale Nuclear exercises.

EV Consultant #021 is Chief of Preparedness Training at FEMA’s Emergency Management Institute at Emmitsburg, Maryland.  Retired with 38 years experience in Emergency Management training and exercising at the local, state and national levels of government, and former. Personally involved in the design, development, and coordination and conduct of over 300 full-scale exercises and over 800 Table-Top training exercises, including Radiological Emergency Preparedness (REP), HAZMAT, Terrorism, and Natural Hazard topics. Designed Professional Development and Higher Education training activities and taught over 2,000 training courses during his career. FEMA evaluator in 10 Radiological (REP) exercises and assisted. in Training operations over 40 Presidential Disasters.  Provides consultation in exercising, training and emergency management with recent work accomplished for Federal Emergency Management Agency (FEMA) as a Disaster Reservist assisting in the design, development and conduct of Exercise Design/Evaluation courses and Served as Chief Evaluator in the state-wide hurricane exercises for the past 6 years for a State Division of Emergency Management. Recently designed and conducted a District Level Health Exercise for State.

Consultant to Emergency Preparedness at State level. Currently serves as Evaluator on REP Nuclear Exercises. Also on a State-level Emergency Management Agency Disaster Reservist Cadre performing work as a Community Relations Manager. Active member and logistics officer in State with the National Disaster Medical System (NDMS) under the Department of Homeland Security. Currently assists the Coast Guard Auxiliary as the communication officer in State-level.

Recognized expert in local government disaster recovery planning. Specializes in leadership and management training and is certified in the Myers-Briggs Type Indicator (MBTI). 4 years experience working in environmental programs at the local government level, including water quality and hazard abatement programs.
