State Department of Health executive with 10 years experience
developing a viable emergency management program with
emphasis on biological terrorism, weapons of mass destruction
and natural disasters. Also served as team leader
for emergency operations for public
health at the State Emergency Operations Center.
Planning initiatives: Updated the State ESF8 (Health and
Medical) annex to the State Emergency Plan; Developed
formats and templates for county health
department emergency plans; Advise health
department personnel on how to develop emergency plans;
Assist in the development of special purpose plans (emerging
infectious diseases). Training initiatives: Disaster plans;
Developed curriculum for WMD courses; Provide training
for State EOC duties; Incident action planning. Exercise

EV Consultant #091 currently serves as an Exercise Planning Specialist managing all aspects of exercise planning, development and support for public health. He has vast experience developing complete exercise materials including exercise plans, situation manuals, player handbooks, controller/evaluator handbooks, evaluation guides and PowerPoint briefings. He provides expertise as an Evaluator or Controller for terrorism exercises, in which scenarios have included chemical, biological and radiological threats, and conducts analysis of exercise evaluation data and writes after-action reports. He has over 15 years of emergency response experience includes the Strategic National Stockpile and working with state and local governments to prepare them to request, store, distribute and dispense SNS materials and planning, reviewing and evaluating state and local tabletop exercises, dispensing drills and functional exercises. He was a State Emergency Medical Services Director responsible for regulating the EMS industry, assisted in preparation for mass casualty incidents including WMD events and provided WMD train-the-trainer courses. Reviewed and edited state and local emergency response plans in addition to planning, participating and evaluating various tabletop and full scale nuclear and Chemical Stockpile Emergency Preparedness Program (CSEPP) exercises. Education includes EMT certification, BS in Health Administration, BS in Emergency Administration and Management and an MS in Emergency Health Services Administration. |

with a State Emergency Management Agency and has over
32 years experience in emergency plan development in the
State and Local government arena. Responsible for planning
in: Radiological Emergency Preparedness Program; Community
Shelter Program; On-Site Assistance; Crisis Relocation;
Vulnerability (Hazardous) Analysis; and State and Local
Contingency Planning/Training and Exercises. During emergencies
in the State, served as a member of the operations staff
in the State Operations Center and/or Forward Emergency
Operations Center. Former County Director of Department
of Family and Children Services. Responsible for the overall
administration of the agency with regard to public
assistance, the Food Stamp Program. Also served as public
health investigator for State Health
Department, and the State Division of Public
Health in the Communicable Disease Eradication

and former Asst. Surgeon General for the U.S. Public
Health Service. He is currently Associate Director
in a large center for Studies of Traumatic Stress. He
is also a writer, trainer, and speaker on a variety of
topics including psychosocial consequences of large-scale
psychological trauma (especially natural and human-caused
disaster, biological, chemical, and radiological terrorism)
and governmental/organizational preparedness, response,

EV Consultant #006 is a proven emergency
manager with over 27 years Nuclear Utility industry experience
in emergency preparedness, radiation and hazardous materials
safety, governmental affairs, and project management.
Assists in the analysis of potential chemical, biological,
radiological, and nuclear (CBRN) threats and developing
programs and processes which are highly effective in assuring
public health and safety
during CBRN events. Coordinated with NRC, FEMA, EPA, DOT,
and state officials prior to/during major, ingestion pathway
Radiological Emergency Preparedness exercises. Performed
Radiological and HAZMAT response capability training of
staff at hospitals and Trained EMS, Fire and Industrial
First Responders in Radiological/HAZMAT response and personnel
decontamination. Trained state/county/hospital/EMS program
staff and EMTs in radiological, hazardous materials, and
industrial fire response to ensure “all hazard”
response capability. Proficient in radiological material
survey and measurement techniques, radiological posting
(including shipment), and plume model use in radiological
material dispersion evaluations. Maintained high level
(Q) Department Of Energy security clearance continuously
for 26 years. |

EV Consultant #022 is Chief of Emergency
Operations at a State Department of Health; and also is
the State Emergency Coordinator for Emergency Support
Function #8 (Health & Medical). EV Consultant #022
is an experienced emergency responder representing the
U.S. Government at many international disasters and working
with foreign governments in the areas of preparedness,
recovery and mitigation. He also worked in the same roles
domestically, representing the U.S.
Public Health Service, and assisting in development
of the Federal Response Plan. He and his staff developed
and operationalized a comprehensive statewide terrorism
program. |
