EV Consultant #016 is the
Founder and President of environmental consulting firm
specializing in radiation
safety, environmental compliance, risk management, and
professional training. 24 years of experience in radiation
and environmental protection. Has taught over 300
courses in Radiation Safety,
Environmental/Life Science, Nuclear, Biological,
and Chemical Terrorism (Consequence
Management), Industrial Hygiene and Toxicology, Risk Management
and Emergency Response, Contingency Planning, and Health
and Safety Compliance. Served as manager in the Illinois
Department of Nuclear Safety and participated in departmental
emergency exercises involving nuclear power stations and
spent fuel transportation. Performed radiological
dose assessments and pathway analysis in support of monthly
emergency drills for the Knolls Atomic Power Laboratory
and advised laboratory director. Participated as radiation
safety officer and scientific observer aboard the deep
submersible research vehicle, ALVIN, during a deep sea
expedition to search for sunken nuclear submarine and
perform environmental monitoring and radiological
analysis. |

EV Consultant #055 has over 33 years
experience in health physics,
radiological engineering and emergency preparedness to
states, counties, hospitals, federal facilities and nuclear
power plants. Held position as Director, Emergency
Preparedness and Manager, Radiological
Assessment Branch at large nuclear power stations organization
for 17 years, where he was responsible for developing
and implementing on-site emergency plans, emergency response
organization, facilities and equipment. Directed activities
of a staff of 32 health physicists,
engineers and emergency planners providing support services
to four nuclear power units
and maintained the technical assistance program with three
states and 35 local communities. Programs included maintaining
health physics standards
and equipment, computerized worker exposure records system,
worker radiation exposure reduction, environmental monitoring,
personnel dosimetry laboratory and overall emergency preparedness.
EV Consultant currently provides services to Federal Emergency
Management Agency (FEMA) where he reviews scenarios and
evaluates nuclear power plant
REP exercises and hospital medical drills (over 20 different
sites to-date). Has performed large scale annual exercises
& quarterly drill scenario development using reactor
simulators, medical drill scenario development, the training
of 3 hospitals & ambulance units, upgrades to on-site
training program, equipment & procedures. Developed
Emergency Department protocol, training, and drills for
Hazardous materials and radiological
emergencies for large NE USA hospital. Provided Department
of Energy a training program for radiological

EV Consultant #023 has over 32 years
in the Electric Utility, Nuclear
Power industry. Training Coordinator for 15 years. Responsible
for coordinating and conducting training program for nuclear
power plant personnel. Selection of personnel for emergency
response positions, develop and conduct emergency response
training, conduct and evaluate emergency response drills
and exercises. Programs included general employee, reactor
operator training, and implementation of the Nuclear
Mechanic Apprenticeship Process at Arkansas Nuclear
One. Auditing six international union apprenticeship training
programs then developing objective based training material
for on site craft training. Currently, serves as Evaluator
on FEMA Radiological Emergency
Preparedness (REP) Nuclear

Nuclear Utility industry
managerial/technical service experience in emergency preparedness,
radiation and hazardous
materials safety, As Senior Analyst for Nuclear
Assurance at large Steam (Nuclear)
Electric Station, responsible for: vendor oversight activities
for fifteen other vendors which includes the conduct of
periodic QA manual reviews, annual performance reviews,
periodic source verifications, and audits. Primary focus
of assignments is radwaste
and mixed waste processing, including the oversight of
the repair and refurbishment of contaminated plant components;
In-plant surveillances of operations and maintenance activities;
perform internal audits and Vendor assessments/audits;
lead and performed Cooperative Management Assessment Program
(CMAP) assessments of other nuclear
plants; reviewed internal plant procedures and external
vendor program documents for QA program compliance. Experience
included direct interface with NRC personnel and the conduct
of root cause analysis related to plant events. |

EV Consultant #003 is currently an instructor
for a large Emergency Response and Rescue Training Center
. He provides expertise as an Observer/ Controller for
terrorism exercises in which scenarios have included chemical,
biological and radiological threats. Course instruction
includes the Incident Command System, WMD Terrorism for
Public Works, and Department of Justice Vulnerability
Assessment Courses. He recently designed, developed
and conducted a Bioterrorism exercise scenario for a TX
county. During 20 years of experience in crisis and emergency
management with a major electric utility company, he served
as controller/evaluator for over 120 exercises with personal
responsibility for the design and development of over
50 FEMA exercises. Certified Instructor for Community
Disaster Preparedness and Certified Emergency Manager,
International Association of Emergency Management. Currently
serves as technical advisor, instructor and evaluator
to FEMA, State, and Local Governments on FEMA/NRC Federal
Radiological (REP) full-scale

044 |
EV Consultant #044 retired from the
US Food and Drug Administration as the Agency's Pacific
Regional Radiological Health Representative and Emergency
Response Coordinator. Provided technical assistance and
comprehensive reports to the Federal Emergency Management
Agency (FEMA) while serving on several FEMA Regional Assistance
Committees to evaluate nuclear power plant, and state
and local response agencies emergency preparedness and
response plans. Served as an FEMA evaluator during nuclear
power plant exercises. Represented FDA on the Advisory
Committee for Food, Health and Environment during nuclear
power plant ingestion excises and Adirty bomb@ exercises.
Worked closely with numerous federal agencies including
USPHS, CDC, DOE, DOD, EPA, US Coast Guard and others.
Assisted FDA HQ Emergency Management Operations and Regional
Offices with preparing emergency response plans for biological,
chemical, radiological
and terrorist-caused emergencies. Prepared emergency operating
procedures and tabletop exercises for the Region Office.
Assessed medical response activities. FDA experience includes
assessing compliance with FDA-regulated establishments
in the US, Canada, Europe and Asia. Professional experience
includes over 35 years of service in health physics and
emergency response / planning while employed by the Navy,
Lawrence Radiation National Laboratory at Berkeley, General
Electric Company Reactor Test Facility at Vallectios,

EV Consultant #004 has over 20 years
experience in governmental and private sector crisis management
response, planning, training, drills and tabletop exercises.
Former Emergency Planner for a State Emergency Management
Agency, where he was responsible for development and review
of state and municipal emergency plans and revision of
the state's vulnerability analysis. Also served as Controller/Evaluator
for six full-scale FEMA evaluated exercises and was the
state’s on-site planning liaison for major hazardous
materials incidents. Certified by the US Department
of Justice as a Technical Assistance Liaison under their
domestic terrorism response and preparedness program;
Assisted in the development and conduct of a number of
weapons of mass destruction exercises for local responders,
the most recent one being a utility interdependency exercise
in New Jersey involving electric, gas and telecommunications
industries.
Currently serves as technical advisor, instructor and
evaluator to FEMA, State, and Local Governments on FEMA/NRC
