Since September 11, 2001, our Nation has been focused, appropriately, on the heroism displayed by First Responders during the incident response to the tragedy at the World Trade Center in New York. However, this event revealed the lapses in command, control, communication, and coordination commonplace to many emergency incidents that, in this instance, directly affected the overall response to this event, resulting in loss of life.

Technologies exist that, had they been utilized, would have made a dramatic and positive difference in the overall preparation for, and response to, this event. Unfortunately, most private sector organizations, and the majority of communities across the nation, are not adequately prepared for even common emergency situations. Nor do they utilize the latest tools and techniques available to disseminate real-time alerts and to facilitate bi-directional communication and messaging between emergency response participants.

 

The need for a better communications solution is clear. This application should be based upon the principles of Emergency Management (Mitigation, Preparedness, Response, and Recovery) established by the Federal Emergency Management Agency, and include the latest in event prediction, community or organization-wide emergency resource identification, rapid alert dissemination, and bi-directional communication.

ResponseVision™ was designed by Emergency Visions' Consulting Team of Emergency Management professionals (including former FEMA managers whom participated in the creation of the FEMA's Federal Disaster Response Plan), using an Incident Command System (ICS) and all-hazards approach. As such, with our solution, our clients can be confident of the overall content, workflow, applicability, and performance of ResponseVision™ as a consequence management solution to both natural and man-made hazards.

ResponseVision™ was built to be an end-to-end solution for Consequence Management, including Assessment (featuring an automated Hazard Vulnerability and Emergency Readiness assessment tool as well as an automated human and physical resource catalogue), Planning (a library of Emergency Response Plans plus Consulting Assistance from Emergency Management and Industry experts to design and develop emergency response plans – 85+ consultants available, 15 of which are former FEMA managers), Event Prediction and Alerts (a complete web-based, bi-directional communications infrastructure and messaging system with distribution lists, escalation priorities and workflow components reaching participants by internet, email, pager, fax, cellular, PDA, even phone broadcast methods), Automation of Simulation/Drill Exercises, and Incident Command and Control (a complete solution for actual, live incident response including all command, control, and coordination functions of response participants and equipment to any type of man-made or natural event).

ResponseVision™ is an end-to-end Consequence Management solution, and yet it is also modular, so Emergency Visions customers can install only the components of interest now, and still have an infrastructure and upgrade path in place to add new components and functionality later. There are seven software modules within the ResponseVision™ product family, with each module directly applicable to the functionality described above:

Together, these modules combine to create a comprehensive software solution that not only prepares and alerts emergency response participants for potential incidents, but also assesses the vulnerability of organizations to various emergencies and their readiness to respond, catalogues all the human and physical resources participating in an emergency response, automates the existing contingency plans of municipalities or individual private sector organizations, coordinates the utilization of these plans in an overall incident response, prompts users to take appropriate, specific actions during the incident response, and audits the actions taken by plan participants.

ResponseVision™ also features a full Simulation/Drill facility to coordinate the critical exercises that can expose gaps in response plans, improve response time, and mitigate risk to actual events.

In addition to the ResponseVision™ suite, Emergency Visions also offers Syndromic Surveillance and Response component -- EmergiVision -- that focuses on the surveillance aspects of emergency preparedness and response. This software module is a Syndromic Surveillance and Health Alert System that receives data from any Point-of-Care or Point-of-Incident Clinical System. These data sources include Emergency Department Information Systems, electronic run reports for EMS providers, Laboratory systems, Pharmacy systems, Hospital In-patient systems, or any other clinically-relevant information source.

No other company in the Homeland Security marketplace offers an end-to-end solution for consequence management, designed and supported by emergency management experts, deployable via one software infrastructure, and based upon the Emergency Management and Incident Command System principles established by FEMA.
