Since September 11, 2001, our Nation
has been focused, appropriately, on the heroism displayed
by First Responders during the incident response to the tragedy
at the World Trade Center in New York. However, this event
revealed the lapses in command, control, communication, and
coordination commonplace to many emergency incidents that,
in this instance, directly affected the overall response to
this event, resulting in loss of life.
Technologies exist
that, had they been utilized, would have made a dramatic and
positive difference in the overall preparation for, and response
to, this event. Unfortunately, most private sector organizations,
and the majority of communities across the nation, are not
adequately prepared for even common emergency situations.
Nor do they utilize the latest tools and techniques available
to disseminate real-time alerts and to facilitate bi-directional
communication and messaging between emergency response participants.
The need for a better
communications solution is clear. This application should
be based upon the principles of Emergency

established by the Federal Emergency Management Agency, and
